The short answer
- Smart reports, in-app surveys and pooled group budgets are generally available for Claude Enterprise as of October 28, 2026, with availability depending on an organization's configuration.
- Smart reports analyze a sample of a team's transcripts over up to the last 28 days. Each organization can run up to 10 reports per month at no charge.
- Smart reports are not available to organizations that use customer-managed encryption keys (CMEK), a HIPAA configuration, or a hybrid deployment that runs inference on their own cloud provider.
- In-app surveys send answers to an organization's admins, not to Anthropic, and the export includes each user's email.
- Pooled group budgets give a group one shared monthly budget, with member limits as a guardrail.
Anthropic has made three admin features generally available for Claude Enterprise: smart reports, in-app surveys and pooled group budgets. Its announcement, dated October 28, 2026, says: "All three are now generally available for Claude Enterprise." It adds: "Availability varies by configuration, including for organizations with a HIPAA configuration or customer-managed encryption keys."
Smart reports show what teams do with Claude and what it costs. Surveys ask staff what value they get. Pooled budgets let admins set one shared budget per team.
#What are smart reports?
The Help Center says: "Smart reports analyze how a team uses Claude and report on the work getting done, what it costs at list price, where sessions run into friction, and which repeated patterns are worth packaging as shared skills."
Admins choose a team, "a time range of up to the last 28 days," and products: chat, Claude Code, Claude Cowork, or the unified chat and Cowork experience. Anthropic says "Claude analyzes a sample of the team’s transcripts and groups the work into workstreams." Reports show spend per workstream, deliverables, and friction "such as a missing connector or a failed tool call."
Other details from Anthropic:
- Recommendations. Each report has "one consolidated list of recommendations, including recurring workflows to turn into skills and rules to add to your code repository."
- Spend limits. "If a spend limit is holding someone back, admins with billing permission can raise it from the report."
- Team leads. "Owners can let team leads who aren’t admins run reports for their own groups."
- Timing. "Reports usually take a few hours to generate, and they can take longer at busy times."
#How much do they cost?
"Each organization can run up to 10 reports per month at no charge," the Help Center says. Queued and in-progress reports count; failed ones don't. The limit resets on the first day of the next calendar month. For more before then, Anthropic says to "contact your account team." It lists no other pricing.
#Who can't use them?
The Help Center says: "Claude Enterprise organizations can’t use smart reports if they use customer-managed encryption keys (CMEK), a HIPAA configuration, or a hybrid deployment that runs inference on their own cloud provider." Organizations with zero data retention for Claude Code get reports that "cover chat and Claude Cowork and leave out Claude Code."
Smart reports "are off by default." A Primary Owner or Owner turns them on.
#What about privacy?
Anthropic says reports "aren't designed and should not be used for evaluating individual performance or making employment decisions." The "Allow attribution to individual users" toggle "is off by default." With it off, drilldowns show "User" in place of a name and hide session IDs. Viewers can reveal names, and "Unveils are logged."
Two guardrails for restricted topics are "always on, and you can't turn them off." Such sessions "are used only for aggregate analysis." One listed topic is union activity.
#How do in-app surveys work?
Anthropic says the default questions "focus on value," including "how Claude changed the time that work took." Admins "can customize or remove questions and choose who receives a survey, when it runs, and where it appears."
The surveys help page says users see "a small card in chat, Cowork, or Claude Code at a natural break in their work." It "takes about 90 seconds to complete," and "A survey never interrupts a running task."
Answers "go to your organization's admins, not to Anthropic." Anthropic does not call them anonymous: "The export includes one row per response, with the submission time, the user's email, their group, the surface where they responded, and one column per question."
"Surveys aren't available to organizations with a HIPAA configuration." Anthropic says surveys "can now be enabled for organizations that use customer-managed encryption keys." It also says surveys "are treated as your data, so Anthropic accesses them only as necessary to operate the service."
#How do pooled group budgets work?
Pooled budgets "give a group one shared monthly budget." Anthropic says this means heavy users "are less likely to hit an individual limit early in the month while others leave budget unspent." Member limits "still work as a guardrail," and "a member stops at whichever runs out first."
The budgets help page says they "are available on usage-based Enterprise plans and on Standard or Premium seat plans with usage credits enabled." On seat plans, "Seat-included usage does not count against a pooled budget."
- Alerts. Admins with billing permissions "receive email alerts at 50%, 75%, 95%, and 100% of a budget."
- Requests. Users who hit a limit "can request more from inside Claude, and the request goes to admins for review."
- Running out. Usage pauses for affected members "until you raise the budget or it resets for the new month."
- Visibility. "Users never see the group's name or the pooled budget amount."
- Limits. Budgets "aren't available through the Admin API yet." Anyone who can edit one group's budget "can edit every group's pooled budget."
#What did TechCrunch report?
TechCrunch called it "a clear attempt to demonstrate the return on investment of Anthropic’s tools and to show customers how to improve it." Anthropic says it won't use this data for model training by default, TechCrunch reported.

Our analysis: These tools answer the question every AI buyer asks: what are we getting for the spend? The privacy defaults are sensible, but survey exports carry emails, so staff should not assume answers are anonymous. Regulated customers on HIPAA or CMEK setups lose some or all of the features.
#What is still unclear?
- Extra reports. No price is given past the 10 at no charge.
- Admin API. Anthropic gives no date for pooled budgets in the Admin API.
- Configuration gaps. Anthropic does not say whether CMEK, HIPAA or hybrid organizations will get smart reports.
